Delegate Criss moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

H. B. 5594 -- “A Bill to amend and reenact §5A-3-1 of the Code of West Virginia, 1931, as amended, relating to exempting the Greenbrier College of Osteopathic Medicine, West Virginia University and Marshall University from contracts, agreements, or memorandums of understanding with spending units in state government with exceptions.”.
